Global ship expo launched

HA NOI — The 5th International Exhibition on Shipbuilding, Marine Technology and Transportation – Vietship 2010, is expected to witness the signing of a number of contracts totally worth US$300 million.
The three-day event which kicked off yesterday at the National Convention Centre in Ha Noi has attracted 600 stalls from 300 companies with two-thirds from developed shipbuilding countries such as Japan, China, Germany, the Netherlands, Denmark and Norway including Kwong Soon, Lloyd's Register, Ned Deck, Simexco and Hempel.
In a speech delivered at the opening ceremony, Minister of Transport Ho Nghia Dung, said the biennial exhibitionwas organised in the context of the global economic post-crisis.
"However, with the success of the four previous exhibitions, Vietship should draw large numbers of domestic and international businesses operating in the shipbuilding and maritime industry," Dung said.
He added the event would create opportunities for firms to co-operate and exchange technology, thus enhancing trade promotion as well as development of the country's maritime sector.
Accordingly, the exhibition should be viewed as a giant landmark in Viet Nam's shipbuilding and maritime industry development in terms of scale, quality and quantity.
He also said that Vietship 2010 had become one of leading events in the industry, not only in Viet Nam, but also in the Southeast region.
Viet Nam Shipbuilding Industry Group (Vinashin)'s chairman Pham Thanh Binh said the event would offer golden opportunities for shipbuilders in co-operation and investment.
Covering an area of 20,000sq.m, the exhibition is showcasing state-of-the-art shipping technology and equipment, shipbuiding materials, logistics and insurance services and shipping register procedures.
Binh said many international shipping giants were attending the event as representatives of their countries.
"The exhibition will be a bridge for enterprises and potential partners to exchange co-operation opportunities," he said.
Being an organiser of the event, he said the exhibition would reflect the development of the country's shipbuilding industry as well as the market.
Binh said Vinashin would market products which have helped Viet Nam to a strong industry position, particulary ships from 1,000 to 3,000DWT.
"With shipbuilding capacity of 100,000 tonnes and ships carring 5,000 cars, the industry should expand its reputation to international partners," he said.
There would be conferences on prosperity, opportunities and challenges for both Viet Nam and the international maritime community, and on the vision for a green industry at the exhibition today.
Binh said contracts signed at the fourth exhibition in 2008 reached $1 billion, excluding mergers and acquisitions, during the industry boom period.
The exhibition aims to assist Viet Nam's shipbuilding industry to achieve its target of sourcing 60 per cent of input from local shipbuilders by 2015.
The event is expected to attract 30,000 visitors and to cement its place on the international maritime calendar.

Central economic area in focus

QUANG NGAI — Representatives from the Ministry of Industry and Trade and localities in Viet Nam's central key economic region committed themselves to further boosting the region's economic community, under an agreement signed at a forum last Saturday.
The localities includes Da Nang City and Thua Thien-Hue, Quang Nam, Quang Ngai and Binh Dinh provinces.
Deputy Minister of Industry and Trade Le Danh Vinh said the region had achieved notable economic results with gross domestic product (GDP) growing by an average 10.6-11.5 per cent over the last few years.
But he said that the area still faced significant difficulties compared with other key economic regions in the north and the south, with major problems related to natural disasters, poor infrastructure and the lack of capital, technology and human resources.
As a result, the area was still failing to meet its demand for development particularly in attracting investment.
An important factor was that, he noted, co-operation among localities had not reached necessary levels, which generated a significant hindrance to the entire growth of the region.
The forum heard that provinces with similar economic development conditions had their own policies on land rent reductions and tax deferments which acted as a deterrent to investment.
"Closer links between localities is needed, in order for the key economic area to truly become the socio-economic motivator for the nation's central and highlands regions," said Vinh.
Forum participants said pressing matters for co-operation should include infrastructure development, education and training, and policies for industrial development and investment.
Acceleration in the construction of the Chan May-Lang Co, Chu Lai, Dung Quat and Nhon Hoi economic zones, which are considered central for the region's progress, was called for.
Vinh suggested the Government develop a comprehensive master plan, legal framework and policies for the area to facilitate co-operation.
Deputy director of the Institute for Development Strategies Nguyen Ba An said that in order for the central key economic region to reach its potential, it should increase the contribution ratio to the nation's total GDP from a current 5.5 per cent to around 6.5 per cent by 2020.
Per-capita export value should be raised to US$2,500-2,600 by that time, from an expected $350 this year. By 2020, it should also aim at an urbanisation rate of 45 per cent, a technology innovation rate of 20 per cent, and a trained worker ratio of 60 per cent.
The ministry said in a press release that industries including energy, iron and steel, construction materials, ship-building, agricultural-forest-aquatic product processing, tourism, and banking and finance should continue developing. Supporting industries were also necessary.
The central key economic region was formed under Government Decision No 1085/QD-TTg issued in August 2008, and covers a total area of nearly 28,000sq.km with a population of about 6.5 million. The region is set to become the nation's centre for international transport, trade and tourism.

Mobile firms face crackdown

HA NOI — Mobile phone promotions are undercutting competition and leading to inactive phone numbers and a waste of digital resources, Government sources say.
The problem has led to the formation of a draft management plan by the Ministry of Information and Communications to control mobile phone promotions and reduce the "chaos" in the market.
The draft plan puts a limit of 90 days a year on which mobile phone promotions can be run and a limit of 45 days on each promotion.
In also mandates that mobile networks must maintain the quality of their services during promotions and the information given to subscribers must comply with regulations.
Under the draft plan, minimum charges set by the Government may not be reduced and any promotion reduction may not exceed 50 per cent of the service's total value.
The ministry has called for comment on the draft management plan which is expected to become the final plan by the end of the month.
Ministry telecom department head Pham Hong Hai said close management of mobile promotions aimed to create healthy competition.
While promotion pro-grammes attracted users, Hai said, they were tending to be used to undercut competitors and had led to an increase in the number of inactive subscriptions, resulting in a waste of digital resources.
Changes had already been made to the promotions regulations. At the end of last year, mobile operators were limited to 50 per cent promotions for pre-paid cards, instead of 100 per cent or more before.
The Ministry of Industry and Trade said the country's telecommunication market was in chaos because of promotion "races" to attract subscribers to domestic networks.

RAFA: FERGIE INFLUENCED WEBB

Rafa Benitez claimed Sir Alex Ferguson influenced referee Howard Webb's decision to award Manchester United a penalty in their 2-1 win over Liverpool.

Webb gave the penalty after Javier Mascherano brought Luis Antonio Valencia down, despite the foul appearing to begin a few yards outside the area.

Benitez believed Valencia dived, and pointed to Ferguson's complaints about the Football Association being 'dysfunctional' over their disciplinary policy.

"We know about the influence of Sir Alex in everything," Benitez said.

"I've seen three replays and the last one was suspicious. See the replay for yourself and how he fell to the ground."

Asked whether he thought Valencia had dived Benitez said: "From the replay I think so.

"It is not clear but the way he fell down.....is strange.

"It made a big difference. We were playing well and had confidence and then one situation changed everything."

Asked if he thought Ferguson's comments about the FA on Friday had an influence, Benitez said:

"Just on Friday he said something? Which Friday? This Friday or every Friday? Or every Friday of every year?

Rio Tinto executive to plead guilty to taking bribes

The Rio Tinto executive Stern Hu has indicated that he will plead guilty today to taking bribes as he faces a court in Shanghai on charges of industrial espionage and bribery.

The trial of the Australian and his three Chinese colleagues, which will be closely monitored by foreign businesses with interests in China, opened this morning.

Tao Wuping, Mr Hu's defence lawyer, said that his client had been charged with accepting six million yuan ($880,000) in bribes, and that Liu Caikui, a fellow defendant, faced charges of accepting three million yuan.

Both would plead guilty to accepting bribes while contesting the amounts involved, Mr Tao said.

Last week, however, Rio Tinto and Chinalco agreed a joint deal on a huge iron ore project in the West African state of Guinea, and Tom Albanese, the Rio chief executive, spent this weekend in Beijing, his second visit in a month, as part of the company's wider charm offensive towards China.

Beijing has said that the case will be handled by the book and that it will "fully guarantee" the rights of the defendants, who include the Chinese nationals Wang Yong, Ge Minqiang and Liu Caikui.

Joerg Wuttke, president of the European Union Chamber of Commerce in China, said: "It will be regarded as a litmus test of the status of the young Chinese legal system. Transparency matters."

The trial begins as China continues iron ore price negotiations with foreign miners.

Beijing has sought to convince Rio Tinto and other suppliers to give its mills lower prices than those paid by Japan and South Korea.

Miners are said to be seeking price increases of 90 per cent or more this year.

"The goal's been readjusted," senior center Jeff Foote said after No. 12 Cornell knocked out No. 4 Wisconsin 87-69 in Sunday's second-round East Regional game. The Big Red face No. 1 Kentucky on Thursday in Syracuse, about an hour from their Ithaca campus, though their 13,700 students will be on spring break.

"We've got eight seniors and we want to take this ride as long as we can because after this it's just nothing but babies and memories," said senior point guard Louis Dale after scoring 26 points.

Cornell (29-4) dominated the top two defensive teams in the tournament, only trailing once — the opening three minutes against No. 5 Temple on Friday.

"We don't consider ourselves a Cinderella team," senior forward Jon Jaques said. "I think we're one of the best teams in the country."

Why? Their experience. Cornell is led by four senior starters. Their sharpshooting. They're the nation's best three-point shooting team. Their complete game, infused with toughness and moxie. Their confidence, gained from a rugged non-conference schedule, which included close losses to Kansas and Syracuse, two No. 1 seeds.

Their tight bond. The team lives together in an off-campus house. And Steve Donahue, who has spent 20 years coaching in the Ivy League. But ask any player about the biggest key to their success and they smile. This collection of first-rate clowns (they have used "phantom" balls in warm-ups) play the game for the best reason of all — one another.

"It's overlooked a lot of times, chemistry that you can't really teach," Jaques said. "It's more fun to play when you're playing with your best friends."

Said Donahue, 47: "They just love playing basketball with each other, more so than representing Cornell, more so than playing in the NCAA tournament. … I know it's not like that everywhere — it can't be like that everywhere — but I'm fortunate that I can coach a group like this."

Loose collection

Cornell, in the field for the third consecutive year, had never won a game in the NCAA tournament in five tries before dispatching Temple, the first tournament win by an Ivy League school since Princeton in 1998. Their 18-point rout of Wisconsin was the largest margin for an Ivy team in 42 years.

It's not surprising the Big Red entered the tournament as loose as the clothing that once hung off Foote's 7-foot frame. When they took the court too early for warm-ups before the Temple game, they weren't allowed to use basketballs. (Teams have to wait an hour before tip-off.) Instead they used "phantom" balls. They formed their lines and shot imaginary layups and jumpers. Even did a few crossovers. When warming up too soon before the Wisconsin game, they got even more resourceful. They rolled cellophane into a ball and used that instead.

The Big Red also are a collection of players ignored by high-level programs, with one atypical exception. As for Foote, four years ago he was a walk-on freshman on an academic scholarship at St. Bonaventure. His mother, Wanda, a nurse, was working at the hospital where Cornell player Khaliq Gant was recovering from a serious neck injury. Impressed by how caring Gant's teammates were, she became friendly with the group. She told an assistant coach that her son was a player, too.

As a result of his mother's chance meeting, Foote transferred, all 205 pounds of him.

"A skinny big guy, a project," is how senior forward Ryan Wittman remembered him. "All the work he's put in, it's been a great transformation."

Cornell is such a lethal outside shooting team — 61.1% from the field against Wisconsin — in large part because of Foote's passing ability. Once the ball goes to Foote, he either turns to the basket or kicks it outside.

"It seemed like every one of my baskets was coming off a ball screen or a dribble hand-off from (Foote)," said Wittman, who scored 24 points and made 10 of 15 shots.

As good of a passer as Foote is, his mom gets credit for the biggest assist of all.

"In a way, without her I wouldn't be here," said Foote, now listed at 265 pounds. "It's just been a heck of a ride."

Wittman has a distinguished basketball pedigree — his father Randy is a former NBA player and Indiana star whose Hoosiers won the 1981 national title and is now an assistant coach with the Washington Wizards. Still, no Big Ten schools looked his way.

"We got lucky," Donahue said. "He had a deep thigh bruise going into his senior year and he got overlooked because he didn't look athletic enough to play at the next level."

Now the Ivy League player of the year just might have a shot at playing at another "next level."

After the team watched Friday Night Lights recently, Dale said his teammates wanted him to invoke the babies and memories line in the postgame news conference. "That was my goal," he said. Dale's story seems something straight out of the movie as well.

When Dale, from Birmingham, Ala., was bypassed by Southern schools, he put together a highlight tape and a book of accomplishments and sent it to coaches. Donahue remembers it, since it was like a "sixth-grader's project," compete with construction paper and cut-out letters.

"Cornell was really the only one that responded," Dale said.

Donahue looked at his credentials and said, "Great grades, great player, what's the catch?"

Donahue thought he was going to have to resort to a full-court press to woo Dale, but when he arrived for his official visit, Dale handed the coach his application and a $400 check from his mom. It was the application fee.

Donahue shook his head as he told the story. "Who does that?"

He transferred from Kentucky

Then there's perhaps the most unlikely story of all. Forward Mark Coury was a starter for blue-blood, deep-pocketed Kentucky, but inexplicably to everyone but him, decided to transfer for academics. Who does that?

"There was disarray with the coaching situation (Billy Gillispie took over for Tubby Smith), and I decided the best situation for me was academics," said the finance major who has had a 4.0 grade point average at both schools.

One day, Donahue got a call from the team's liaison with the admissions office about Coury. "He says, this guy's dad is telling me that his son started at Kentucky and he wants to transfer," Donahue said.

"This kid is a spectacular student, never got less than an A in his life. I said, 'OK we'll take him.' "

Since his transfer, he's joked with teammates about hoping to play Kentucky in the tournament.

"When I saw the brackets, I said this could play out," Coury said.

The closest Cornell has come is during the 2008 tournament, when they walked past the Kentucky team in the gym.

"I can remember our first year in the tournament, walking by Kentucky and we overheard one of their players say, 'Man, they look like a high school team,' so we give (Coury) a hard time about that," Wittman said,.

Though Kentucky vs. Cornell might seem like a mismatch, those who doubt Cornell do so at their own risk.

"Cornell did everything that they've been pretty much doing all year," said Wisconsin coach Bo Ryan. "They found different ways to score and it's tough when you shoot 52% in the first half and you're still down 12. They can beat you in so many ways."

Wisconsin (24-9) had held opponents to 56 points. The 87 the Badgers gave up was the most in regulation in four years.

Given Coury has seen college basketball's two extremes, he's an expert on the topic.

"There's a lot of emphasis of trying to get to the next level there," he said. "Here it's down to the roots of basketball, playing for the team, having a fun time."

That Coury is about to play his former team is no small irony. He has seen how both halves live, and wouldn't change a thing.
